Campbell was a lawyer by training

During the Civil War, Campbell served in the Navy.

Campbell began practicing law in Cincinatti, in 1867. He served two terms as Bulter County prosector.

As governor, Campbell introduced the "Australian ballot system" to Ohio elections in 1891.
